“特首選舉有什麼問題?”
雖然特首選舉最後投票是不記名的, 但候選人的提名人是具名的。 加上只有八百人的選舉委員會和要達到一百個選委提名的 ‘入場券’ 局限, 以及似是而非的所謂政治壓力, 可以想像這特首選舉設計令提名結果傾向於只有單一候選人成功獲得提名。
若我當選, 我承諾將我的一票 ‘提名票’ 投給一位 ‘第二候選人’。
“曾特首做得不好嗎? 為什麼一定要有競爭?”
我相信問題的關鍵不在現任特首好不好這一點上。 我覺得他好不代表你也覺得他好。 若大部份人覺得他好他自會當選, 又何懼競爭? 此乃民主精神一部份。 而我想問題的關鍵在制度上, 即政制改革及普選的落實。 我們提名及投票前會和每個候選人溝通以了解他們對政制改革及普選時間表的看法。 但在現有的特首選舉制度下, 我相信一個非單一候選人的特首選舉最能乎合公衆及資訊科技界別的利益。
“既然在現有制度下曾特首已篤定當選, 為什麼我還要花時間去投票?”
首先, 我尊重每個選民也有選擇投票與否的權利。 但我想投票有以下好處:
- 特首的工作及決策直接影響社會每個層面, 包括資訊科技政策甚至我們的工作。 不管誰人最後當選特首, 你是全港資訊科技界五千選民的其中一員, 選擇可代表你的聲音的選委能直接對新特首的政策帶來影響。
- 選舉後, 每個選委候選人的得票數字也會公開。 不同政見的候選人的得票率可直接反映我們界別五千選民對重大議題的意向。 所以, 不論你同意我的看法與否, 也請於十二月十日星期日去投票表達你的意見!!
- 根據過往經驗, 本界別選委當選者得票大慨三百票, 而且結果接近。每位選民可投票選擇最多二十位候選人。所以你的一票絕對有決定性!! 請於本星期日到票站選擇你認同的候選人!!
政治壓力?
也有人會問: “你不怕政治壓力嗎?” 我相信那些常將 ‘政治壓力’ 掛在咀邊的人只是想突顯自已的身份。 只有塑造這些無形的高壓才令他們更有利地影響本港的政制及經濟遊戲規則。 國家地大物博, 目光又何會如此淺窄? 直至目前為止我看不見也感受不到所謂的政治壓力, 我接觸得到的中方人士都是持開放態度的。 若有所謂政治壓力我會於我的選委選舉及工作網誌 http://itvoice.lento.hk/ 上披露。

“Why do you think this CE election system is not right?”
By the current rules of the CE election, the final voting is anonymous, but the nomination is not. And there is a constraining ‘entrance ticket’ prerequisite that demands one to get at least 100 nominations from the 800 members of the Election Committee to become an eligible candidate. Another subtle aspect of the game is the so-called ‘Political Pressure’, alleged to be existent everywhere by some of the current Election Committee members. All these features of the current CE election game biased the result of the initial nomination towards a single candidate.
If I am elected as a member of the Election Committee, I commit to nominating a ‘secondary’ candidate to run for the CE election.
“I think Mr. Tsang is doing a great job. So why is there a need for a secondary candidate?”
Whether the current CE is a suitable person to run Hong Kong can be definite to one but arguable to another. I think this is not the key issue. The cornerstone of democracy is the respect to individual choices and to the right to having choices in the first place. However, the current CE election game design makes multiple candidacy unlikely, putting aside that only 800 among the 7 million have such right. And, the point is, if he is endorsed by most people he can win anyway with or without competitors. I believe a Contested CE Election with more than one candidate is the best we could have under the current regime, before we could have political reform and universal suffrage become realities in Hong Kong.
“If this game has a definite result anyway, why should I waste my time go voting?”
I respect every voter’s right to abstain from voting. But I believe voting offers these benefits to you;
- Decision of the CE of Hong Kong affects every aspects of our society, from IT Policies to our jobs. As one of the privileged among the 5000 IT Constituency voters, choosing the Election Committee members who resonate with your believe certainly would help shape future policies to your liking.
- The result of the Election Committee election reflects the preference of the IT sector about broad issues like the CE election regime, democracy and universal suffrage. So no matter you agree with me or not, please use your privilege and vote on 10th December 2006!!
- According to past experiences of the ITFC Election Committee Sub-Sector elections, winners got about 300 votes, and the distribution of votes were close. Each voter could choose up to 20 candidates. So your vote will make the difference!! Please vote on coming Sunday!!
“What about Political Pressure?”
I believe this ‘Political Pressure’ phrase is only useful to those who want to underscore their ‘Political Importance’. Only in such high pressure and uncertain environment could they grasp political and economic benefit from the system. As a businessman I have never felt such political pressure in Hong Kong, and all the China Government officials that I know are all open-minded politically.
