I was elected as Vice Chairman of Hong Kong Internet Service Providers Association since 2003. My contribution to the ISP industry includes formulating anti-spam policies and code of practice, conducting projects for the public including proposing the establishment of a common-black-list for anti-spamming and introducing a government funded Internet Content Rating System project in 2003-2004, advocating open-market policy formulation for new technologies like VoIP, WiMAX and pro-competition measures for wider choices of the general public for telecommunications services.

I was also elected to the Board of Directors of HKIRC since 2003 representing the interest of service providers. During my terms with HKIRC, I was involved in the work of various sub-committees including Technology, Business Development and Promotions, Institution and Governance, Finance and Administration and Audit, and am an advocate of domain name competitions.

Since my graduation from City University of Hong Kong with an I.T. Degree, my first job was with PCCW as a trainee engineer and later as engineer and customer service manager. I left PCCW in 1998 in pursuit of designing and running an ISP network, and was particularly involved in DNS and BGP, the brain and heart equivalents of the Internet. I am currently Commercial Director of Netfront Information Technology Limited, a local ISP providing internet services to commercial customers and consumers.

我是葉旭暉, 36 歲, 資訊科技學士。我相信民主、自由、平等及開放的市場是一切社會福祉的四大元素。

自 2003 年起我當選為香港互聯網供應商協會的副會長。我對互聯網行業的主要貢獻包括: 制定反濫發郵件的守則及推行相關的技術、為公眾提供一套網上內容過濾系統、推動市埸及規管上的開放令新的科技及服務如 VoIP 及 WiMAX 能更快在市場上推出, 以令電訊服務用戶有更多選擇。

自 2003 年起我亦當選為香港互聯網註冊有限公司 (即受政府委託管理 .hk 的分司) 的董事, 現為該公司的科技委員會主席。對於 .hk 的管理, 我主張開放的競爭以利用市埸力量帶給本港用戶最多的選擇及最創新的服務。

我畢業於香港城市大學的工程系。畢業後我於 PCCW 受訓成為工程師。我於 1998 年起投身互聯網行業, 尤專于互聯網網路層通訊及域名運作。我現為前線資訊科技有限公司的商業總監及董事。

我的嗜好包括音樂及各種運動, 我也是一位努力中的碩士生。
